Non-Exclusive Copyright License Agreement — Zapruder Film

Between Dallas County Historical Foundation d/b/a The Sixth Floor Museum at Dealey Plaza and the National Archives and Records Administration, effective October 1, 2026. Signed by Museum CEO Nicola Longford (October 2, 2026) and Archivist of the United States Bradford P. Wilson (October 1, 2026).

Under the agreement, the Museum grants NARA a limited, non-exclusive license to publicly display and let the public view and obtain non-commercial grade copies of the Zapruder film in NARA's possession on NARA's website, for research purposes only, conditioned on displaying a Museum copyright notice. The term continues until any cessation of the Museum's copyrights. NARA also agrees not to encourage use of the film in a sensational manner, and the Museum reserves all other rights — including the right to require separate permission for any copying or publication beyond the license.
